Also, was that Luffy's mother just now? Or just Ivankov? It's hard to tell by a single speech bubble, especially since it's been translated, but I don't think the person talks like Ivankov, but the endearment and the high heel says that it's either an okama or a woman who is in a relationship with Dragon.

Yeah Hina struck me as having a little more... modest taste in clothes than that BUT... I guess it's her going-out look? IDK.
